PPWR declaration of conformity explained
What the EU declaration of conformity under the Packaging and Packaging Waste Regulation (PPWR) must contain, who draws it up, and the facts behind it.
Join the waitlistThe Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40 (PPWR), replaces the Packaging Directive with rules that apply directly in every EU country, in general from 12 August 2026. Packaging that meets its requirements is covered by an EU declaration of conformity, and customers ask packaging suppliers for it, together with the facts behind it.
Who draws it up
The manufacturer of the packaging draws up the declaration after the conformity assessment and keeps it with the technical documentation. Suppliers of packaging materials and components provide the information the manufacturer needs, often through a questionnaire or their own declaration.
What it contains
The declaration follows the model in Annex VIII of the Regulation. It identifies:
- the packaging, with a reference that lets it be traced;
- the name and address of the manufacturer, and of its authorised representative if there is one;
- a statement that it is issued under the manufacturer’s sole responsibility;
- the requirements of the Regulation the packaging conforms to, and other EU rules that apply to it;
- the harmonised standards, common specifications or other technical specifications used;
- where one was involved, the notified body;
- the place and date of issue, and the name, function and signature of the person who signs it.
The requirements behind it
The declaration sums up requirements you show with facts and test reports, among them:
- Substances in packaging: the sum of lead, cadmium, mercury and hexavalent chromium below 100 mg/kg, keeping substances of concern to a minimum, and limits on PFAS in food-contact packaging.
- Recyclability: packaging must be recyclable, assessed against design-for-recycling criteria and performance grades, from 2030.
- Recycled content: minimum recycled content in plastic packaging, from 2030.
- Minimisation and labelling: weight and volume kept to what is needed, and harmonised labels.
The facts behind your declaration
Material composition per packaging item, test reports for heavy metals and PFAS, recyclability assessments, recycled content and its certificates (such as ISCC PLUS), and the declarations of your own suppliers. Kept per product with their documents, they answer both the declaration and the PPWR questions customers ask.
How Kelpfox helps
Kelpfox keeps these facts per product with their sources, and fills the PPWR questionnaires and declaration forms your customers send, in their own file and language. Every answer shows its source, and anything your facts don’t cover stays blank and is marked. The declaration is a draft from your facts: the person responsible at the manufacturer reviews and signs it.
