RoHS declaration of conformity for suppliers

The ten substances RoHS restricts, what the EU declaration of conformity contains, and what component suppliers give their customers instead.

RoHS, Directive 2011/65/EU, restricts hazardous substances in electrical and electronic equipment (EEE). Before a product carries the CE marking, its manufacturer draws up an EU declaration of conformity that states it meets RoHS. To do that, the manufacturer needs information from every supplier of components and materials, which is why RoHS declarations are among the most frequent requests in electronics.

The ten restricted substances

Maximum concentrations by weight in homogeneous materials, in Annex II as amended by Delegated Directive (EU) 2015/863:

Substance Limit
Lead (Pb) 0.1%
Mercury (Hg) 0.1%
Cadmium (Cd) 0.01%
Hexavalent chromium (Cr VI) 0.1%
Polybrominated biphenyls (PBB) 0.1%
Polybrominated diphenyl ethers (PBDE) 0.1%
DEHP, BBP, DBP and DIBP (phthalates) 0.1% each

Exemptions for specific uses are listed in Annexes III and IV, each with its own expiry date.

The manufacturer’s declaration

The EU declaration of conformity follows the model in Annex VI: the product’s identification, the name and address of the manufacturer, a statement of sole responsibility, the object of the declaration, the statement that it conforms to the Directive, references to the harmonised standards used (such as EN IEC 63000) and the signature.

What suppliers provide

Component and material suppliers usually provide:

  • a RoHS statement per part, naming the version of the Directive and any exemptions used;
  • a material declaration, often in the IPC-1752A format, with the substances per homogeneous material;
  • test reports, such as XRF screening or laboratory analyses.

How Kelpfox helps

Kelpfox keeps RoHS status, exemptions and test reports per part, imported from a spreadsheet if you have many. It fills your customers’ RoHS declarations and questionnaires from those facts, in their own file and language, with the source of every answer. Anything your facts don’t cover stays blank and is marked.

Questions

Do component suppliers issue an EU declaration of conformity?

The EU declaration of conformity comes from the manufacturer of the finished electrical or electronic equipment. Component and material suppliers usually provide a RoHS statement or a material declaration, which the manufacturer keeps as technical documentation.

How are the limits measured?

Per homogeneous material, a single material that can't be mechanically separated into different materials, such as a solder, a plastic housing or a coating.
